New Britain woman held liable for Southington hit-and-run: police

SOUTHINGTON - A New Britain woman has been charged after her vehicle was involved in a hit-and-run accident during a snowstorm in March in Southington.

Katherine Pulgarin, 29, faces one count of liability of owner for evading responsibility. She is free on $500 bond and is scheduled to appear in Bristol Superior Court on May 14.

According to the arrest warrant, a 43-year-old woman, driving a 2016 Nissan Rogue on Interstate 84 westbound on March 7, was rear-ended in the midst of a snowstorm. As she was driving near Exit 32, she later told police, she could see a vehicle behind her driving all over the road, honking its horn.

The woman said it appeared as though the other driver was trying to warn her of something, but, because of the snowstorm, she had nowhere she could go to avoid the collision.

The driver of the blue SUV, which belonged to Pulgarin, first stopped and told the woman he had no insurance and that his driver’s license was suspended, the warrant said. The man got back in the SUV and took off shortly thereafter, saying he would go to jail if he waited for police to arrive, according to the warrant.

The Rogue driver, who did not report any injuries, was able to get the license plate information from the SUV that struck her. Police used this to trace the vehicle to Pulgarin, who said she was attempting to get the registration information for the SUV changed, as she had left it at a friend’s house in Hartford, the warrant said.

Pulgarin also told police her friend told her the keys to the vehicle were laying around the house, so anyone would have access to it, according to the warrant. Police informed her that if the driver could not be located, she would be held liable.

Police could not identify the driver involved.
